My sister called me about this, said it was all over the news back home. Nineteen. A time trial specialist, she said, the brother of that other one. Didn't know the name before tonight.

Finlay Luke Tarling, known to everyone in cycling as Fin, was a Welsh track and road cyclist whose life ended at just 19 during the eighth stage of the 2026 Volta a Portugal. A time trial specialist with a gift for the team pursuit, he had already won medals at European and world junior level and had begun racing alongside the professionals when he was killed in a collision with a van that had entered the race route.
He was born on 2 October 2006 in Gloucestershire, England, and grew up in Ffos-y-ffin, near Aberaeron in Ceredigion, west Wales. Cycling ran through the family. His father, Michael Tarling, was a keen rider who had raced at Newport Velodrome, and in 2012 Michael and Fin's mother, Dawn, started the West Wales Cycle Racing Team, partly because there were so few clubs in the area. Fin's older brother, Josh Tarling, went on to become an Olympian and a rider for the Ineos team. Fin attended Ysgol Gynradd Aberaeron and then Ysgol Gyfun Aberaeron, which later remembered him as "a kind, warm and unassuming young man".
His talent showed early. In June 2019, aged 12, he won a youth Hammer Series event at the Tom Dumoulin Bike Park in Sittard, in the Netherlands, against around 80 riders. That December he won the under-14 race at the Welsh cyclo-cross championships at Gilwern. In 2020 he took the RTTC national 25-mile time trial title for 13-year-olds, and in 2021 he won silver at the British National Circuit Time Trial Championships in Naseby, the same event in which his brother took gold. In 2022 he joined Josh on the Belgian FlandersColor team and won his first five races in a row, including the under-16 Welsh cyclo-cross championship at Pembrey.
As a junior he rode for the Dutch team Willebrord Wil Vooruit. In July 2023 he won silver in the team pursuit at the Junior European Track Championships in Anadia, Portugal, and that October he finished second in the junior Chrono des Nations in France, one second behind the winner. In 2024 he won team pursuit gold with Team Wales at the British National Track Championships in Manchester, took silver in the national junior time trial and bronze in the junior road race, and won bronze in the junior team pursuit at the European Championships in Cottbus. At the 2024 Junior Track World Championships in Luoyang, China, he won three bronze medals, in the points race, the Madison and the team pursuit, the last with a new national record.
In May 2024 he signed a two-year contract with the Israel-Premier Tech Academy, the development team later renamed NSN Development. Academy manager Tim Elverson said time trialling was his passion. In September 2025 he made his debut with the senior squad at the Tour of Britain, finishing 68th overall and joining the breakaway on the stage to the Tumble. In February 2026 he placed second and fourth on stages of the Tour du Rwanda, and in June he finished third in the under-23 time trial at the British championships. The 2026 Volta a Portugal was his first appearance at the race, and he placed 11th on the opening stage.
On 14 August 2026, on stage eight from Melgaço to Fafe, Fin had dropped behind the main group and was descending fast through a left-hand bend on the N306 at Arcozelo, Ponte de Lima, when he collided with a van travelling in the opposite direction. Portuguese police said the driver had been waiting at a secondary access road and was told by bystanders that the race had passed, although the broom wagon and a few riders, including Fin, had not yet come through. Fin suffered cardiorespiratory arrest and could not be revived. The stage was neutralised, his team withdrew from the race, and prosecutors in Ponte de Lima opened an inquiry and ordered an autopsy. The riders' union and others criticised the race's road closure arrangements.
Tributes came from the UCI, British Cycling, Welsh Cycling, the Portuguese president and Wales's First Minister. His parents described him as "not only our son and brother but our best mate", gentle and loving "with the driest sense of humour". Josh chose to start the Vuelta a España eight days later in his honour and finished third in the opening time trial in Monaco. A GoFundMe called For Fin, set up by his agent Jamie Barlow with his parents' blessing, raised more than 100,000 pounds for young Welsh riders. A memorial race was held at Llandow on 13 September 2026, his funeral took place at Aberystwyth Crematorium on 17 September, and NSN created the Finlay Tarling Talent Development Scholarship to support one young Welsh rider every year.

In their own words
“Time trials have to be my favorite discipline, but I also like to attack.”
Fin Tarling, interview with Sporza, November 2023
“I think as it's my first year the races that I could best fit into would be the classic-type races. I also think with TT background that I have that it could be used for shorter stage races with TTs to carry a possible GC contention.”

“Whilst our broken hearts will never be fixed, he was not only our son and brother but our best mate. Gentle, loving with the driest sense of humour we will miss him terribly.”

“If you're heading out on your bike in the next few days give him a thought as you clip in.”

“Someone said to us recently, it's not the years in your life, but the life in your years, and Fin certainly filled his 19 years with life.”
His parents' statement read at his funeral, 17 September 2026
“Fin was a talented rider with a fantastic future ahead of him, a loyal teammate and an all-round brilliant young man.”
Stephen Park, British Cycling performance director, 14 August 2026
“Fin, you were truly a special soul. You were, are and always will be an inspiration for so many of us, young and old alike.”
