My own father was 82 when he passed, just last spring, and reading that Chernega died at that same age stopped me cold this morning. I never knew the man, never knew Odesa beyond photographs, but 1992 was such a precarious year for that whole part of the world, and someone had to hold a city together through it with no real model to follow. May he rest, and may his family find the same peace mine is still looking for.

Leonid Chernega was a Ukrainian engineer, Communist Party official and civic leader who headed the city of Odesa in the difficult early years after Ukrainian independence. As chairman of the Odesa City Council and its executive committee from 1992 to 1994, he led the city through the economic crisis that followed the collapse of the Soviet Union. He died on 26 October 2026, aged 82.
Leonid Oleksiyovych Chernega was born on 8 February 1944. He studied at the Odesa Institute of National Economy and began his working life at the Kislorodmash plant in Odesa, which made oxygen and gas equipment, rising from design engineer to head of a workshop.
He then moved into public administration. He served as second secretary of the Illichivskyi district committee of the Communist Party of Ukraine, chaired the executive committee of the Illichivskyi district of Odesa, and became deputy chairman of the Odesa city executive committee under Valentin Simonenko.
In March 1992, after Simonenko was appointed the President of Ukraine's representative in the Odesa region, the city council's deputies elected Chernega as its chairman, by a margin of 27 votes. He also led the city executive committee, holding both posts during a period of deep economic, social and political change. In 1994 Odesa held its first direct election for mayor. Chernega stood but was defeated, and Eduard Gurvits became the city's head.
After leaving city government Chernega moved into business. He was deputy president of the Mirmex concern and later ran one of Odesa's construction companies. In a later interview with the Odesa news site Dumskaya he reflected on working alongside the city's subsequent leaders, Gurvits and Oleksiy Kostusev.
His career followed a path shared by many Soviet city managers of his generation, from the factory floor into party and municipal work. His time at the top bridged two systems: he was the last head of Odesa chosen by the council's deputies rather than directly by the city's voters.
The Odesa City Council announced his death on 26 October 2026 and offered its condolences to his family and friends, saying the memory of him would remain in the history of the city and in the recollections of the people whose lives his path had crossed.
