Pavel Moiseyev was a Russian economist, university administrator and regional politician who served as rector of Derzhavin Tambov State University from 2022 and sat in the Tambov Oblast Duma. He died in a road accident near Tambov in the early hours of 5 November 2026, at the age of 39. He left a wife and a daughter.

He was born in Tambov on 17 April 1987 and went to the city's Multidisciplinary Lyceum No. 6. He studied metrological informatics at the Moscow State Technological University Stankin, graduating with a master's degree with honours in 2010, and in parallel completed a distance degree in finance and credit at Tambov State University in 2009. In 2013 he defended a candidate of sciences thesis in economics at Tambov on the economic security of an agricultural region.

His working life began in 2007 as a quality planning technician at the ZIL motor works in Moscow. He then worked in banking, at Citibank in Moscow and Promsvyazbank in Tambov. In 2011 he joined Tambov State University to run its website centre and later its corporate policy department, returned briefly to Promsvyazbank, and came back to the university for good in 2014 at the invitation of Vladimir Stromov. Over the following years he rose through its administration, becoming vice rector for informatisation and innovation in 2017 and later vice rector for digital transformation, property and infrastructure. He also taught economics and was made an associate professor in 2018.

When Stromov died suddenly in March 2022, aged 44, the ministry named Moiseyev acting rector from 1 July 2022. In January 2023 the university conference elected him rector with 132 votes of 141, and the Ministry of Science and Higher Education confirmed him in the post from 24 March 2023. In September 2022 he was elected to the regional Duma for the Kotovsk single member district as a United Russia candidate, and he was returned again in September 2026.

According to the regional traffic police, he was riding a quad bike during the night of 4 to 5 November when it struck a metal barrier and overturned, and he died at the scene in the suburban Tambov district. The circumstances were still being established. Governor Yevgeny Pervyshov confirmed the death and offered condolences, and the university declared a day of mourning, remembering a leader whose decisions could seem strict but were always driven by care for its future.

He is remembered as one of the youngest rectors of a Russian regional university, a manager who knew both the budgets and the daily pressures on students, and the second Derzhavin rector in four years to die in office.
