Raj Vikash Verma, widely known as R. V. Verma, was an Indian banker and regulator who led the National Housing Bank as chairman and managing director and championed mortgage guarantee and reverse mortgage products in India. He died in his sleep on the morning of 16 October 2026, aged 72.
Verma studied economics at the University of Delhi, taking his master's degree at the Delhi School of Economics, and earned an MBA from the university's Faculty of Management Studies. He was also a certified associate of the Indian Institute of Bankers. He began his career at the Reserve Bank of India and moved to the National Housing Bank, the housing finance regulator and refinancer, where he served in several roles, including executive director, before becoming chairman and managing director in 2010. He held the post until 2014.
At the NHB he worked on the government's mandate to build housing finance for low income and informal sector households, designing social housing programmes and refinance schemes. He was a long standing advocate of mortgage guarantees and mortgage backed securitisation, work that led to the founding of India Mortgage Guarantee Corporation in 2012, a joint venture of the NHB with international partners, which he later chaired. He also promoted reverse mortgages for older people, was the founding managing director and chief executive of the Central Registry of Securitisation Asset Reconstruction and Security Interest of India (CERSAI), and served two terms as chairman of the Asia Pacific Union for Housing Finance.
In May 2014 the government appointed him the first Whole Time Member (Finance) of the Pension Fund Regulatory and Development Authority, the first whole time member named after the PFRDA Act was notified. He served as its officiating chairman from May to October 2014 and remained a member until January 2017. He later advised the World Bank Group on housing and mortgage markets and sat on an advisory committee of the Insolvency and Bankruptcy Board of India.
In retirement he became a prominent independent director. He joined the board of AU Small Finance Bank in 2018 and was its part time chairman from April 2020 to January 2024. At his death he was chairman of Aadhar Housing Finance and Veritas Finance and a director of SBI Pension Funds and Encore Asset Reconstruction Company. Aadhar and Veritas called his death sudden and unexpected; no cause was made public. PFRDA, AU Small Finance Bank and SBI Pension Funds paid tribute to his vision and leadership.
