Sudi Özkan (1939 - 2 October 2026) was a Turkish businessman who rose from the son of a grocery shopkeeper in Adana to become one of the best known hotel and casino operators of his generation. Turkish media nicknamed him "Kumarhaneler Kralı" (King of Casinos). After casinos were banned in Turkey in 1998, he rebuilt his fortune abroad under the Princess International Group brand, which later described a footprint across 16 countries with dozens of hotels and casinos and more than 15,000 employees.
Özkan was born in Adana in 1939. Contemporary obituaries and company biographies repeatedly note his origins as the son of a bakkal (grocer). He studied at the Istanbul Academy of Economics and Trade (İstanbul Ticari İlimler Akademisi). Before casinos, he worked in real estate and automobile dealing, then moved into tourism and entertainment as Turkey's legal casino market expanded in the 1980s.
In 1985 he opened his first casino in Istanbul. By the late 1990s he controlled a large share of Turkey's casino inventory. Reports from the period and later retrospectives say that when the sector was closed in 1998 he was operating about 19 casinos inside hotels and resorts, including sites linked to Hilton, Divan, Istanbul Princess, Suadiye Princess, Ankara Hilton, Antalya Talya, Bodrum Karia Princess, and Kuşadası Adakule. Out of roughly 78 casinos then operating nationwide, about a quarter were associated with his group.
The mid-1990s were also a dangerous and politically charged time for casino operators. Rival Ömer Lütfü Topal was murdered in Istanbul on 28 July 1996. Later press accounts said that Mehmet Eymür, then a senior MIT counterterrorism official, warned Özkan that he might also be a target and urged him to leave Turkey. Özkan's name also surfaced in coverage of the Susurluk scandal after Abdullah Çatlı, police chief Hüseyin Kocadağ, and MP Sedat Bucak were reported to have stayed at his Izmir Princess Hotel before the 3 November 1996 crash.
When Parliament banned casino gambling effective 11 February 1998, Özkan did not leave the industry. He redirected investment to the Balkans, Eastern Europe, the Caucasus, the Caribbean, and South America under Princess International. Early foreign bets included a casino in Svilengrad, Bulgaria, only about 15 kilometres from the Turkish border, and a costly restoration of the historic Svisloch Hotel in Minsk, Belarus, associated in press accounts with a stay by Josef Stalin. In the Caribbean, Port de Plaisance on Saint Martin / Sint Maarten became a flagship hotel, marina, and casino complex. In Guyana his group opened Princess Casino, described as the country's first casino, after an earlier hotel investment. Company materials and obituaries later listed portfolios on the order of 28 casinos and 16 hotels (some death reports cited higher casino counts), more than 100 companies, and 60-plus real-estate holdings.
Tax disputes followed the Turkish casino years. Inspectors alleged that large casino revenues from 1995 - 1998 had been moved abroad. Özkan contested the assessments in court, spent years living abroad, and later said that under a 2003 tax peace restructuring he paid on the order of 25 - 30 million dollars, while arguing the original claims had been unrealistic. In the late 1990s he also faced a Manisa criminal case involving alleged false invoices tied to a pasta factory; he told the court the invoices were genuine and that a tax court had already cleared them.
Philanthropy became a visible late-career theme in Turkey. He funded the Sudi Özkan Vocational and Technical Anatolian High School in Büyükçekmece, which opened around 2000. In Bodrum Mumcular he completed a unfinished school project named for his first wife, Sitare Özkan. In September 2024 he attended the opening of the 12-classroom Güvercinlik Sudi Özkan Primary and Middle School (with kindergarten) in Bodrum, where Muğla Governor İdris Akbıyık thanked him for a third school gift to the province. On Sint Maarten, Prime Minister Luc F.E. Mercelina's 2026 tribute recalled Özkan's support for rebuilding the University of St. Martin after Hurricane Luis and for community outreach, alongside the Port de Plaisance investment.
Özkan married Sitare Özkan around age 23; the marriage lasted about 35 years and produced Anibal Enis Özkan and Venüs Neslihan Özkan Colamarino. Both children appeared in company governance in the early 2000s. Sitare Özkan Bilginer died in Dubai in 2024 while visiting her daughter and was buried in Istanbul. Özkan's second partnership was with Belarusian Katsiaryna (Katya) Schulkevitch, who according to period coverage arrived in Turkey around 1997 to work at one of his hotels. They later lived in the United States and on Saint Martin, held a large 2004 wedding at Princess Casino there with guests flown from Turkey, and had four children named King, Royal, Sudihan, and Princess. In a 2011 interview with Komsomolskaya Pravda, carried in Turkish by Milliyet, Özkan said the marriage was ending, that he had spent millions a year supporting the household, and that the four younger children would remain with their mother. A family tragedy came in 2004 when grandson Sudi Emirhan Özkan, Enis's son, died at age 11 in a traffic accident near Keşan; Özkan was quoted saying no one should suffer such pain.
Özkan died in Istanbul on 2 October 2026 at age 87 after a period of hospital treatment. Family-linked reports cited organ failure; many Turkish outlets said no detailed official medical bulletin had been released. Funeral plans reported in Turkish business media pointed to rites at Büyükçekmece Kamiloba and burial in Kumburgaz. He left six children and a geographically sprawling hospitality-and-gaming group that outlived Turkey's short legal casino era.
