Miller was born in Falmouth on 15 March 1969 and came through Falmouth Town's youth scheme. Persuaded as a midfielder to try goalkeeping as a 15-year-old, he later excelled at Newquay, breaking local goals-conceded records while holding down a trade job.

Terry Cooper brought him to Exeter in 1989. Miller played a central role in the 1989-90 Fourth Division championship and logged 163 league appearances in his first Grecians spell, becoming a firm favourite at St James Park.

After a season at Birmingham City he joined Watford for three campaigns, making 128 league appearances. He won player of the season twice and was named in the PFA Second Division Team of the Year for 1996-97.

Palace paid about 1.5 million pounds for him in June 1997. Miller started every Premier League match in 1997-98 as the club went down, then remained first choice in the First Division the next season.

Three seasons at Barnsley included a Player of the Year award in 2000-01. He returned to Exeter for 2002-03, then played for Bristol Rovers, with a short loan to Derby County.

Briefly retired in 2005, he was coaxed back by Southampton in 2006 and played the final seven games of that Championship season. A loan at Torquay followed before he settled at Bodmin Town from 2007, still playing deep into his forties.

After local coaching and management posts, Miller rejoined Exeter as goalkeeping coach in December 2022 under Gary Caldwell. In summer 2026 he moved with Caldwell to Wigan Athletic, again as goalkeeping coach.

Teammates and clubs remembered a vocal, organising keeper who put his body on the line and brought personality to the dressing room. Career tallies put him near 740 professional appearances.
