Philip "Popoy" Ella Juico was a Filipino government official, business educator and sports administrator whose public life spanned the land reform battles of the Corazon Aquino years and three decades of leadership in Philippine sport. He served as Secretary of Agrarian Reform from 1987 to 1989, as the fourth chairman of the Philippine Sports Commission from 1996 to 1998, and as president of the Philippine Athletics Track and Field Association (PATAFA) from 2015 to 2022. He died on 31 October 2026, aged 78.

Born on 14 December 1947, he was educated at De La Salle from elementary school through university, earning his AB-BSC degree in 1970. As a student he wrote sport for The LaSallite and later edited the sports section of The LaSallian. After working as a consultant in agribusiness, he joined the post-1986 government as a deputy minister for environment and natural resources and an assistant secretary of agriculture.

In 1987 President Aquino put him in charge of the Department of Agrarian Reform as the Comprehensive Agrarian Reform Program was launched. He resigned in 1989 amid the Garchitorena land scandal over an overpriced purchase of land in Camarines Sur. In July 1992 the Sandiganbayan anti-graft court cleared him, finding no proof that he had taken part in any attempt to defraud the government. He ran for the House of Representatives in 1992 with Aquino's endorsement but lost. He later served as dean of the Graduate School of Business of De La Salle Professional Schools from 2002 to 2008.

Sport was the lasting thread of his career. After chairing the Philippine Sports Commission, he helped found the Philippine Super Liga women's volleyball league in 2013 and the Shakey's Super League in 2022. He was elected PATAFA president in 2015 and re-elected in 2021, and was also a vice president of the Asian Athletics Association. His final years in athletics were marked by a bitter 2021 dispute with pole vaulter EJ Obiena, after which the Philippine Olympic Committee declared him persona non grata, a ruling he rejected. He resigned from PATAFA in June 2022.

Juico had lived with cancer since 2022. He died at 8:18 pm on 31 October 2026 at the Makati Medical Center, his family said, passing away peacefully in his sleep. He was survived by his wife, Margarita Penson Juico, and their four children.

my mom called me as soon as she saw this, she's from Quezon City and said he was the one who signed CARP back in '87. never heard of him before today honestly, but the way she went quiet on the phone told me enough.

After the 1986 People Power Revolution he joined the Aquino government, serving in 1986 and 1987 as a deputy minister in the Department of Environment and Natural Resources and as an assistant secretary in the Department of Agriculture and Food.

When President Corazon Aquino launched the Comprehensive Agrarian Reform Program in July 1987, she appointed Juico Secretary of Agrarian Reform to carry it out. He also sat on the boards of the Land Bank of the Philippines and the Development Bank of the Philippines and chaired the Cabinet cluster on rural development. He resigned in 1989 after the Garchitorena land scandal, in which the government agreed to buy largely non-arable land in Camarines Sur at many times the price a private firm had paid for it months earlier. On 16 July 1992 the Sandiganbayan cleared him, ruling that there was no proof he had taken part in any willful attempt to defraud the government. He stood for the House of Representatives in 1992 with Aquino's endorsement but was defeated.

He served as the fourth chairman of the Philippine Sports Commission from 1996 to 1998. From 2002 to 2008 he was dean of the Graduate School of Business of De La Salle Professional Schools. He was among the founders of the Philippine Super Liga, a women's volleyball league, in 2013 and chaired it, and he was also a founder of the Shakey's Super League in 2022.

In 2015 he was elected president of the Philippine Athletics Track and Field Association, and he was re-elected in 2021. He also served as vice president of the Asian Athletics Association and chairman of its School and Youth Commission. In late 2021 PATAFA under his leadership became embroiled in a public dispute with pole vaulter EJ Obiena over the liquidation of funds for the salary of Obiena's coach. The Philippine Olympic Committee's ethics committee concluded that Juico had harassed the athlete, and the POC declared him persona non grata, a decision its general assembly upheld in January 2022. Juico argued that the POC had no jurisdiction over national sports associations. He resigned as PATAFA president on 18 June 2022 and was succeeded by Terry Capistrano.
