Boualem Boualem (16 October 1952 to 5 October 2026) was an Algerian jurist, magistrate and politician who spent the last years of his life at the very centre of state power as Director of Cabinet of the Presidency of the Republic under President Abdelmadjid Tebboune. Described by journalists as a discreet "man of files" who rarely sought the spotlight, he served in senior posts under two presidents, Abdelaziz Bouteflika and Tebboune, and was widely regarded as one of the most influential figures inside El Mouradia, the presidential palace in Algiers.

He was born on 16 October 1952 in Aïn Sefra, in the south west of what was then French Algeria. Very little has been published about his family background or university studies; the independent outlet Maghreb Émergent noted that almost nothing had filtered out about his academic path. What is known is that he trained as a magistrate, held several posts within the judicial system and became an adviser (conseiller) at the Supreme Court. A state official told journalist Adlène Meddi that he belonged to "the lineage of state jurists", men whose skill lay in knowing the workings of the system and how texts and decisions are made.

His political career came through the Democratic National Rally (RND). After losing a contest in 2003, he sat in the Council of the Nation, the upper house of parliament, as an RND senator for the wilaya of Tiaret from January 2007 to March 2012. He then served on the commissions supervising the 2012 legislative elections.

On 8 October 2015 President Bouteflika created the National Body for the Prevention and Fight against Offences linked to Information and Communication Technologies, known by its French acronym Onplitic, and placed Boualem at its head. The body was officially responsible for overseeing telephone and electronic surveillance, and the press often described it as a wiretapping agency. According to Meddi, the reform was meant to make security services carry out interceptions only under judicial warrant, with Boualem as the guarantor of that rule.

Unlike most senior figures of the Bouteflika era, Boualem gained influence after Tebboune became president. A presidential decree of 20 January 2020 named him adviser to the President in charge of legal and judicial affairs, a portfolio later described as covering relations with institutions, investigations and security clearances. Critical outlets nicknamed him the president's "secret ear" and the "black box" of the regime.

When Director of Cabinet Nadir Larbaoui was appointed Prime Minister on 11 November 2023, Boualem took over the cabinet on an interim basis. He was confirmed by presidential decree of 2 January 2024. In that role he supervised clearance inquiries for the appointment of ministers and senior officials, followed the work of the executive, prepared notes on the political, economic and social situation, handled relations with political parties, associations and the media, and directed nine presidential advisers. In March 2024 he also became chairman of the High National Commission for Investment Appeals.

He made few public appearances. A rare exception came on 24 January 2026, when, on Tebboune's instruction, he chaired a national conference at the Palais des Nations in Algiers on the draft "technical" amendment of the Constitution and the electoral law, in the presence of Prime Minister Sifi Ghrieb and representatives of 12 political parties. Speaking to the press afterwards, he dismissed as "rumours" claims that a delay in examining the texts was linked to the absence of army chief General Saïd Chanegriha.

In October 2025 a decree ended his separate functions as presidential adviser, although he stayed on as Director of Cabinet. His last known official activity was a meeting in Algiers on 22 April 2026 with the chief of staff to the President of Chad and Chad's finance minister. Jeune Afrique reported his unexplained absence in May 2026 and his return to the presidency in June, and talk of his departure resurfaced in September.

On 5 October 2026 the Presidency announced that he had died that day in a hospital in Geneva, Switzerland, where he was being treated for an incurable illness. His body was flown to Algiers on 6 October, where President Tebboune received it in the honour lounge of Houari Boumediene International Airport, recited the Fatiha and offered condolences to his family. The Presidency paid tribute to "an authentic patriot and a senior servant of the State". He was buried on 7 October 2026 at the Aïn El Beïda cemetery in Oran. He was 73, eleven days short of his 74th birthday.

Saw this all over the local news here and had to call my mom back in Alabama to explain who he even was. Seventy three. They said he served two presidents, which still blows my mind as someone who's lived here less than two years.
