Justice Harish Chandra Mishra was an Indian judge who served as the Lokayukta of Delhi from March 2022 until his death in September 2026. He earlier sat on the Jharkhand High Court, including a spell as its Acting Chief Justice, after a long career on the Bench and in the superior judicial service. He was born on 27 March 1959 into a family closely tied to education and the law. His grandfather was a headmaster of district schools in the pre-Independence period and received the title Rai Sahib. His father, Justice Vishwanath Mishra, retired as a judge of the Patna High Court in 1981. Mishra completed his secondary schooling at Patna High School in 1974, took an intermediate science course at T.N.B. College in Bhagalpur, and earned a commerce degree from Co-operative College in Jamshedpur. He took his law degree from Patna Law College in 1984 and joined the Patna High Court Bar on 20 April that year, practising mainly in writ matters, including service cases, and also in civil and criminal work. He worked with the editorial board of the Patna Law Journal Reports and wrote law books.
In 1997 he entered the Bihar Superior Judicial Service after placing second in the competitive examination, and joined as an Additional District and Sessions Judge at Chapra. After the creation of Jharkhand in November 2000 he moved into that state's superior judicial cadre. He served as Additional Judicial Commissioner and Special Judge for CBI cases at Ranchi, including fodder scam trials, as District and Sessions Judge at Deoghar and later Chaibasa, as Member Secretary of the Jharkhand State Legal Services Authority, as Registrar (Establishment) of the High Court, and as Registrar General until his elevation. He was sworn in as an Additional Judge of the Jharkhand High Court on 27 April 2011 and as a permanent Judge on 31 January 2013. He was Acting Chief Justice from 30 August to 16 November 2019 and retired on 26 March 2021.
Lieutenant Governor Anil Baijal appointed him Delhi Lokayukta in March 2022 for a five-year term, and administered the oath at Raj Niwas on 23 March 2022, filling a vacancy that had stood since December 2020. He held the anti-corruption ombudsman post until his death. Officials said he died at his residence on the morning of 3 September 2026. The Lokayukta office announced that last rites would be held at Lodhi Crematorium in New Delhi. Delhi Chief Minister Rekha Gupta and figures from the Bench and Bar expressed sorrow. No cause of death was made public. He is remembered as a career judge who moved from district courts and High Court administration into the state's highest anti-corruption office.
