Jeffery Lane Moen, known to colleagues and family as Jeff, was a retired California youth correctional officer and K-9 handler whose career with the California Youth Authority and later the California Department of Corrections and Rehabilitation spanned nearly two decades. He died peacefully in Stockton, California, on 16 September 2026, at the age of 65. A funeral service was arranged for 1 October 2026 at Cherokee Memorial Park and Funeral Home in Lodi.

Moen was born on 1 November 1960 in Garden Grove, California. He began his corrections career in January 1994 as a group supervisor for the California Youth Authority at Dewitt Nelson Youth Correctional Facility in Stockton. In March 2000 he was promoted to youth correctional officer K-9 handler, and a little more than a year later he was assigned to the Northern California Youth Correctional Center. Promoted to sergeant in August 2006, he returned to K-9 work at Dewitt Nelson. When that facility closed in July 2008, he moved to N.A. Chaderjian Youth Correctional Facility, where he remained until retiring in August 2011.

Inside CDCR, which published a staff remembrance after his death, recorded that during his career Moen was most proud of being a K-9 handler and of his two K-9 partners, Moe and Thor. His family obituary also remembered a third beloved dog, Loki. Away from work he was an enthusiastic fan of the San Francisco Giants and the Oakland Raiders, and he loved riding his bicycle around town.

Family was the center of his life. He was survived by his wife, Darla Moen; his children Tiffany Loesch, Jonathan Moen, Melissa Corder and Matthew Lewellen; his mother, brother and sister; thirteen grandchildren; and many other relatives and friends. The California Health Care Facility in Stockton extended condolences to the family on behalf of colleagues who remembered him as a devoted officer and partner to his dogs.

Moen's death was announced through a Cherokee Memorial Park and Funeral Home notice and through Inside CDCR. No cause of death was made public. A celebration of life was set for 10 a.m. on 1 October 2026 at the Chapel of Flowers in the Sierra View Mausoleum at Cherokee Memorial Park, 14165 North Beckman Road, Lodi. Colleagues and family remembered him first as a husband, father, brother, Papa and friend whose greatest joy was the people closest to him.
