Born on 2 March 1942 in Hagenberg im Mühlkreis in Upper Austria, Buchner completed schooling including a Matura at the Bundesrealgymnasium for working adults in Linz. He worked at the VÖEST steelworks before becoming a municipal official in Steyregg, where he headed the building and economic department. Nationally he moved from the SPÖ into the early green movement. He became federal chair of the Vereinte Grüne Österreichs (VGÖ) in 1983 and, through a 1986 alliance with Freda Meissner-Blau's Green Alternative list, entered the National Council. Ideological splits followed: after the VGÖ competed against the Green Alternative in Vienna, he was expelled from the green parliamentary club in December 1987 and sat as an independent until 1990. He remained VGÖ leader into the early 1990s as merger talks with the Green Alternative repeatedly failed.

His lasting achievement came at home. In 1997, running with the SBU, he won Steyregg's direct mayoral election and became Austria's first mayor identified with green politics. Voters returned him in 2003 and 2009 with large majorities while the SBU became the town's strongest local force. He left active politics around his seventieth birthday and lived to see later mayors inherit the environmental agenda he had forced onto the agenda of central Upper Austria.

Upper Austrian media and local leaders remembered him as combative, plain-spoken and formative for Steyregg. He held the Goldenes Verdienstzeichen of the Republic of Austria. Josef Buchner died on 30 September 2026; tributes from Steyregg's current mayor and regional outlets followed the next day.
