Juan Carlos Pagotto

Juan Carlos Pagotto was born on 8 July 1952 in Mendoza, Argentina. Although Mendoza was his birthplace, he made La Rioja his adopted home and later represented that province in both the provincial legislature and the national Senate. Colleagues in Buenos Aires often remarked on his unmistakable riojano speech. Public accounts say he entered political militancy as a teenager, around age fifteen, inside Peronist circles that would later connect him to the Menem family.

He studied at the Universidad Nacional de Córdoba (UNC), earning the titles of procurador and abogado between roughly 1970 and 1974. Those credentials launched a provincial legal career that lasted more than five decades and underpinned his later committee work on justice and criminal affairs in the national Senate.

After graduating he practiced law in La Rioja on cases of provincial and national note. He served as a constituent convention delegate during the 1985-1986 reform of the La Rioja constitution and as a provincial deputy for Chilecito from 10 December 1993 to 10 December 1997 under Peronism. He then spent more than twenty years outside elective office while remaining a well-known courtroom advocate. In June 2023 he accepted La Libertad Avanza's invitation, organized through Martín and Eduardo Menem, to head the party's Senate list in La Rioja. Elected in October 2023 and sworn in on 10 December, he chaired the Justice and Criminal Affairs Committee, the Bicameral Legislative Procedure Committee (from February 2024), and from February 2026 the Agreements Committee that reviews judicial and diplomatic nominations. His Senate term was due to run until December 2029.

Pagotto's son Juan María Pagotto worked on his Senate staff and was named in national coverage of adviser salaries and online threats. Brothers Roberto Pagotto and Mario Emilio Pagotto held judicial posts in La Rioja; nephew Emilio Pagotto and cousin Alfredo Chade also appear in provincial legal reporting. In his farewell message after the senator's death, Chamber of Deputies president Martín Menem sent a special embrace to Silvia and Juan María. Pagotto's social-media autobiographical notes, quoted by LA NACION, described him as a lover of good cinema, literature, and music. He lived and died in the capital of La Rioja.

Pagotto called himself a Peronist militant even while serving in La Libertad Avanza, framing the 2023 candidacy as a continuation of Carlos Menem's liberalizing legacy rather than a break with his past. In the Senate he aligned with the Karina Milei and Menem wing of the officialist space. His earlier courtroom rhetoric included the so-called two-demons framing of Argentina's 1970s violence and a 2021 remark, during the Pioli trial, that compared gender-violence advocacy to a business. In March 2025 he claimed that retirees protesting outside Congress were hired actors. Supporters cast him as a blunt provincial lawyer; critics saw those statements as hostile to human-rights and social-protest agendas.

In under three years in the upper house Pagotto moved from an obscure provincial lawyer to chair of three strategically sensitive committees at the center of Milei's decree and judicial agendas. Allies credited his work on judicial vacancies and on shepherding controversial DNUs through the bicameral filter when LLA was still a tiny Senate minority. Opponents focused on his dictatorship-era defense clients and on the July 2024 child-trafficking debate. After his death the national government confirmed that Claudia Cecilia López would succeed him, and tributes came from both officialist leaders and political adversaries such as Governor Ricardo Quintela, who called him a loyal adversary of convictions.

No major national decorations or prize lists were highlighted in the obituaries of September 2026. His public recognition rested on elective office (provincial deputy; national senator), committee presidencies in the Senate, and the professional reputation he built as a La Rioja litigator over five decades.

Human-rights groups opposed his 2024 appointment to the bicameral DNU committee because he had defended defendants in crimes-against-humanity trials in La Rioja. In May 2021, closing for Patricio Pioli, he said gender violence had become a business comparable to human rights. In July 2024, as reporting member on a bill to toughen penalties for buying or selling children, he floated exemption language for parents who surrendered a child from necessity; opposition senators and adoption advocates said he was rewriting the committee text on the floor, and the file was returned for further study. He later said his words had been misread and that the goal was to criminalize child sale. In March 2024 coverage focused on the high Senate salary paid to his son Juan María as a staffer and on death-threat messages attributed to the son. In March 2025 Pagotto said retirees marching on Congress were hired actors who threw themselves to the ground.

On the morning of 29 September 2026 Pagotto was found dead at his residence in La Rioja capital. He was 74. Family members discovered the body and notified authorities; police and judicial officials opened proceedings to establish the circumstances. He had been hospitalized for a cardiac condition about two weeks earlier, then returned to Buenos Aires for the 24 September Senate session on the Central Bank charter and cold-zones legislation. Libertarian Senate spokespeople said his son reported that he died while sleeping. Early accounts cited natural causes and cardiorespiratory arrest; Wikipedia lists acute myocardial infarction. A detailed official cause was not made public in the first day of coverage. Karina Milei called him a fighter for freedom; Patricia Bullrich praised his work on judicial vacancies; Martín Menem published a long personal farewell; Governor Quintela remembered a loyal adversary. The executive said Claudia Cecilia López would occupy the seat after formal steps.
