Nikolay Podgornov

Nikolay Mikhailovich Podgornov was a Russian politician who became the first post-Soviet head of Vologda Oblast, serving as head of the regional administration from 1991 to 1996. He died in hospital in Vologda on 12 September 2026 at the age of 77. Regional outlets remembered him as the first governor of the oblast in modern Russian history and noted his earlier career as a collective-farm director who rose through Komsomol and Communist Party ranks before the collapse of the USSR.

He was born on 15 May 1949 in the village of Lezhdom in Gryazovetsky District, Vologda Oblast, into a Russian family. His grandfathers were rural doctors; his father worked for the NKVD. In 1965 he finished GPTU-4 in Veliky Ustyug as a ship's engineer-helmsman-mechanic. He worked as a second assistant mechanic at a ship-repair yard, as a minder-sailor for the Kotlas River Shipping Company, and as a mechanic at the Sidorovsky state farm. In 1969 he was elected executive secretary of the Komsomol organisation at the Demyanovsky state farm. After army service from 1971 to 1973, during which he joined the CPSU, he chaired the trade-union committee and then the Komsomol committee of the Zarya collective farm. He directed the Demyanovsky state farm from 1976 to 1979 and the Avrora state farm from 1979 to 1990, sat on the bureau of the Vologda regional CPSU committee, and studied at the All-Union Correspondence Institute of Law. In 1988 he was a delegate to the 19th Conference of the CPSU. From 1990 to 1993 he was a People's Deputy of Russia for Sokol Territorial District No. 332 and sat on the Supreme Economic Council under the Presidium of the Supreme Soviet.

On 24 October 1991 President Boris Yeltsin appointed him head of the Vologda Oblast administration. In 1992 he twice declined the Russian agriculture ministry. He took part in the 1993 Constitutional Conference and that September was among those who floated the idea of a "Vologda Republic". In December 1993 he was elected to the Federation Council for Vologda dual-mandate constituency No. 35, on a list supporting the Choice of Russia bloc. He later sat ex officio in the Federation Council and on its committee on federation affairs.

His governorship ended amid criminal investigations. In February 1996 a case was opened over alleged misuse of federal northern-delivery credit. He was temporarily removed on 23 March 1996 and formally dismissed on 17 May, replaced by Cherepovets mayor Vyacheslav Pozgalev. He finished fourth in the October 1996 gubernatorial election. Later prosecutions for bribery, embezzlement and related charges produced mixed results: a 1998 regional-court verdict largely acquitted him but imposed a one-year suspended sentence on one count; the Supreme Court overturned that outcome, and in 1999 he received a seven-year sentence before release under amnesty in 2000. He then ran the Northern Farm agricultural company, faced bankruptcy proceedings in 2014, and in 2015 a further tax-agent case over withheld employee income tax. He was married with two children and held the Order of the Badge of Honour.
