Olivia Kabaale Kwagala was a Ugandan politician who served as Woman Member of Parliament for Iganga District, in the Busoga sub-region of eastern Uganda, from 2011 to 2016. A member of the ruling National Resistance Movement (NRM), she was widely known in Iganga by the nickname Muliro Mulege. Uganda's Parliament includes one seat in each district that is reserved for a woman representative, elected by the whole district, and it was this seat that Kwagala held for Iganga.
Kwagala entered Parliament at the 2011 general election, when she won the Iganga District Woman MP seat on the NRM ticket. Her victory was notable because she defeated Beatrice Zirabamuzaale Magoola, who at the time was the minister in charge of the Luweero Triangle. She sat in Uganda's Ninth Parliament for one five-year term and lost the seat in 2016 to Grace Hailat Kaudha, but she remained a familiar figure in district politics and in the local NRM.
In Parliament and afterwards she was a persistent advocate for her district. Local leaders credited her with lobbying for boreholes to improve access to clean water, and with supporting children from poor families through bursary schemes. She pressed for a modern market for traders in Iganga Municipality and for Iganga General Hospital to be raised to referral hospital status, a goal that had still not been achieved at the time of her death.
After leaving Parliament she continued to work for the people of Iganga. Former district chairman Patrick Kayemba said that when she later joined the electricity distributor Umeme as a staff member, she helped several communities secure power connections. Another former district chairman, Ezra Gabula, described her as a development-minded leader who valued unity among Busoga's leaders.
Kwagala died on Monday 2 November 2026 at Mulago National Referral Hospital in Kampala, aged 57, after a long illness that had left her bedridden for several months. Her death was confirmed by the Iganga District NRM chairperson, Haji Abubaker Walubi, who said President Yoweri Museveni had contributed towards her medical bills. The Minister for the Presidency, Milly Babalanda, called her death a great loss to her family, the people of Iganga District and all who had worked with her. Burial arrangements were to be announced by her family together with the party leadership.
