Paul Kihara Kariuki was a Kenyan lawyer and judge who rose from private practice to the leadership of the Court of Appeal and then served as Attorney General of Kenya from 2018 to 2022, during the second term of President Uhuru Kenyatta.

He was born on 11 May 1954 in Kiambu, the son of Bishop Obadiah Kariuki of the Anglican Church and Lillian Wairimu, a daughter of Senior Chief Koinange. He was educated at Nairobi School and graduated from the University of Nairobi with a Bachelor of Laws degree in 1977.

Kariuki spent more than two decades in private practice. He joined Hamilton, Harrison and Mathews in Nairobi as a legal assistant in 1977 and was a partner there from 1981 to 1986, when he co-founded Ndungu Njoroge and Kwach Advocates. He practised with that firm until 2000 and then became Director of the Kenya School of Law.

President Mwai Kibaki appointed him a judge of the High Court in October 2003. He served as the court's duty judge, worked in the civil and commercial divisions, and in 2006 was chosen by Chief Justice Evan Gicheru to chair a judicial integrity review committee. In 2009 he became the founding Director of the Judicial Training Institute, the forerunner of today's Kenya Judiciary Academy, building the first structured programme of training for judges, magistrates and court staff. He joined the Court of Appeal and in 2013 became its President, the first elected by fellow judges under the 2010 Constitution. Over the next five years he pushed to make the court faster and easier to reach, including by decentralising its sittings beyond Nairobi.

On 13 February 2018 President Kenyatta nominated him as Attorney General after the resignation of Githu Muigai. He held the office until 2022 as the government's principal legal adviser, bringing to it the experience of a career spent in practice, legal education and the courts.

Paul Kihara Kariuki died aged 72. His death was confirmed by his family and by Chief Justice Martha Koome on Tuesday 3 November 2026. Koome called him an accomplished jurist, an exemplary judicial leader and a dedicated public servant whose legacy would endure through the institutions he helped build.

Kariuki is remembered above all as an institution builder within Kenya's judiciary. As the founding Director of the Judicial Training Institute he set up the country's first structured approach to training judges and judicial officers, a programme continued by the Kenya Judiciary Academy. As President of the Court of Appeal he led efforts to reduce delays and bring the court closer to litigants across the country. Chief Justice Koome said his legacy would endure through the institutions he helped build, the reforms he championed and the generations of judicial and legal professionals who benefited from his leadership.
