Peter Leaver

Peter Lawrence Oppenheim Leaver, KC, was a British commercial barrister, judge and international arbitrator who also served as chief executive of the Premier League from 1997 to 1999. Born in Edinburgh on 28 November 1944, he was educated at Aldenham School and Trinity College Dublin, called to the English Bar in 1967, joined One Essex Court in 1973 and took silk in 1987. Colleagues across the Temple and the sports world knew him as a persuasive advocate who could move from banking and insurance litigation to the boardrooms of English football. He died peacefully on 2 September 2026, aged 81.

At the Bar he built a heavyweight commercial practice spanning banking, sale of goods, insurance, financial services, energy and intellectual property, together with related jurisdictional fights. Notable advocacy included the House of Lords anti-suit injunction case Donohue v Armco, the Walker v Standard Chartered Bank litigation and the Grupo Torras appeals. He sat as a Recorder of the Crown Court and as a deputy High Court judge from 1994 to 2017, and held regulatory posts at the Investment Management Regulatory Organisation and as deputy chairman of the Financial Services Authority's Regulatory Decisions Committee.

A lifelong Tottenham Hotspur supporter and former Spurs director, Leaver succeeded Rick Parry as Premier League chief executive in 1997, telling reporters he came to the job with an open mind forged at the Bar. He steered the League through television rights pressures and the Office of Fair Trading challenge to collective selling before resigning in March 1999 with chairman Sir John Quinton after club chairmen objected to consultancy contracts linked to the next broadcast round. Later he chaired the London Court of International Arbitration from 2008 to 2012, served as president of the National Anti-Doping Panel from 2008 to 2015, and sat on SIAC and HKIAC panels while practising full-time as an arbitrator in more than a hundred international references. One Essex Court remembered a 53-year membership; he is survived by his wife Jane and children Marcus, Rebecca, James and Benjamin. Family and friends gathered at Edgwarebury Cemetery and West London Synagogue in the days after his death; a memorial service was promised in due course. Across chambers tributes and football reporting alike, the through-line was the same: a KC who treated sport's hardest commercial questions with the discipline of the courtroom.
