He died in Oruro on 24 September 2026 at the age of 63 after a cardiac arrest while taking part in anniversary activities of the Bolivian Catholic University.

Born on 7 November 1962 in Suquistaca in Chuquisaca Department (some local reports also linked his family roots to Camargo in Nor Cinti), he studied at San Cristóbal Seminary in Sucre and completed philosophy and theology at San José Seminary in Cochabamba. He was ordained a priest for the Archdiocese of Sucre on 11 August 1988. After parish work in Padilla he earned a licentiate in spiritual theology at the Pontifical Gregorian University in Rome in 1993, then returned to form seminarians and served as rector of San Cristóbal Seminary from 1996 to 2003 and as vicar general of Sucre from 1998 to 2005.

Pope Benedict XVI named him auxiliary bishop of Potosí and titular bishop of Turres Ammeniae in 2005; he was consecrated on 15 September 2005. In 2009 he became Bishop of Potosí. Within the Episcopal Conference of Bolivia he served as vice president (2012-2015 and again from 2021), and as president from 2015 to 2021 after election and re-election by the bishops. Pope Francis appointed him metropolitan Archbishop of Sucre on 11 February 2020; he was installed on 16 June 2020 and later recognized as Archbishop Primate of Bolivia. He also served as Grand Chancellor of the Bolivian Catholic University.

Bolivian media including ANF, Los Tiempos, Erbol and La Patria reported his sudden death in Oruro from cardiac arrest. His remains were taken to Sucre for funeral rites, with the funeral Mass planned at the cathedral. L'Osservatore Romano noted the loss among recent deaths in the episcopate. At his death the Archdiocese of Sucre became sede vacante.
