Ted L. Ellis was the mayor of Bluffton, Indiana, for 24 years, from 1995 to 2019, and at the time of his retirement he was the second longest serving mayor in the state. A Democrat in a small Wells County city, he also rose to national prominence in municipal government as president of the National League of Cities and treasurer of United Cities and Local Governments, the worldwide association of local governments.
Ellis was born in Bluffton on 4 July 1947 to Curtis "Pete" and Mary (Pinney) Ellis. Local government ran in the family: his father served as Wells County auditor and his grandfather sat on the Wells County Council. He graduated from Lancaster High School in 1965 and earned a degree in economics from Indiana University in 1969.
He served three years as Wells County auditor and nine years on the Wells County Council before running for mayor. In 1995 he defeated Republican Ralph Garcia, and he went on to win six four-year terms, running unopposed five times according to the Associated Press. He was a past president of the Indiana Association of Cities and Towns, received a John J. McCloy fellowship in urban affairs to study city issues in Germany, and won the Hoosier State Press Association's Sunshine Award for transparency in government. The governor of Indiana named him a Sagamore of the Wabash.
In August 2018 Ellis announced he would not seek a seventh term, citing his age and the Parkinson's disease he had been diagnosed with six years earlier. "It slows me down a little bit, but it doesn't stop me," he told WANE 15. He left office on 31 December 2019 and was succeeded by Republican John Whicker.
Outside City Hall, Ellis was moderator of the First Baptist Church in Bluffton for more than four decades and served for many years as an interim pastor. He sat on the Bluffton Street Fair Board for nearly half a century and was a life member of American Mensa. He married Margaret "Marge" Tellman in 1999.
Ellis died on the morning of 1 November 2026 at Christian Care Retirement Community in Bluffton, aged 79. Mayor Scott Mentzer, a Republican, paid tribute to the advice Ellis had generously offered across party lines and to his "enduring love for Bluffton".
