Tom J. Dugger was an American certified public accountant and Republican politician who represented District 21 in the Oklahoma Senate from 2016 to 2024. A Stillwater resident for more than four decades, he served on the Stillwater City Council, including a spell as vice mayor, before bringing an accountant's eye for detail to the state budget.
Tommy Jack Dugger was born on 10 November 1948 and graduated from Nowata High School in 1967. He studied accounting at Oklahoma State University, where he was a member of the honour societies Phi Kappa Phi and Beta Alpha Psi. He began his career in Oklahoma City with the accounting firm Peat, Marwick, then became audit and tax manager of the Oklahoma Publishing Company. In 1979 he moved with his family to Stillwater as financial adviser and accountant for Aufleger and Garrett, and in 1986 he founded his own firm, Dugger and Co.
He served two three-year terms on the Stillwater City Council and was a regent of Northern Oklahoma College. He was elected to the Oklahoma Senate in November 2015, succeeding Jim Halligan, and took office in 2016. In the Senate he chaired the Appropriations and Budget Subcommittee on Select Agencies, was vice chair of General Government, and sat on the Education and the Agriculture and Wildlife committees. His priorities included college affordability, funding for every level of education, and tax exemptions for textbooks. The Oklahoma State Regents for Higher Education gave him their Distinguished Service Award in 2023. He announced in September 2023 that he would not seek reelection and left office in November 2024, succeeded by Randy Grellner.
Dugger was a veteran of the Oklahoma National Guard. He and his wife, Ann, were both Oklahoma State graduates, and he often wore an orange tie at the Capitol in support of his alma mater. He gave decades to Stillwater civic life, as president of the Stillwater Community Foundation and the Stillwater Exchange Club, treasurer of the Chamber of Commerce, a board member of the local Red Cross chapter, Matthew 25:40 Mission and Turning Point Ranch, and a member of First Christian Church.
He died in Stillwater on Monday 5 October 2026, aged 77, after living with advanced Parkinson's disease for several years. Colleagues remembered a gentleman and a good man. A celebration of life was arranged for 9 October 2026 at First Christian Church in Stillwater.
