Tulio Luis Ramírez Padilla was a Venezuelan Catholic bishop who led the Diocese of Guarenas, east of Caracas, from 2020 until his death. A canon lawyer by training, he spent nearly three decades as a priest of the Archdiocese of Valencia before serving eight years as an auxiliary bishop of Caracas. He was best known for his long work as vice-postulator of the cause of José Gregorio Hernández, the Venezuelan physician revered across the country.

He was born in Caracas on 28 February 1960. He studied philosophy at the Interdiocesan Major Seminary of Caracas and theology at the San Ildefonso Major Seminary in Toledo, Spain, where he was ordained a deacon in December 1983. He was ordained a priest on 5 August 1984 for the Archdiocese of Valencia in Venezuela, and later earned a licentiate in canon law at the Pontifical Gregorian University in Rome.

In Valencia he served as a curate and then as parish priest in Guacara, Miranda, San Diego and Naguanagua. He taught at the archdiocesan major seminary, sat as a judge on the church tribunal and rose to become vicar general and moderator of the curia. On 4 April 2012 Pope Benedict XVI named him titular bishop of Ausuccura and auxiliary bishop of Caracas, and he was consecrated in Caracas Cathedral on 8 July 2012 by Cardinal Jorge Urosa Savino. As auxiliary bishop he also directed Radio María Venezuela and served as a parish priest in the capital.

On 11 December 2020 Pope Francis appointed him the second Bishop of Guarenas, a diocese covering Guarenas, Guatire and the Barlovento region. He took possession of the see on 6 February 2021 and said his priorities were to encourage vocations to the priesthood and religious life, get to know the diocese and visit its most remote communities. The diocese credited him with securing approval for the canonical coronation of its patroness.

In early August 2026 he was admitted to hospital in Caracas with a serious illness, and the diocese appealed for blood donors during his treatment. He died there on the morning of 12 August 2026, aged 66. The Diocese of Guarenas announced his death, calling him a devoted pastor who left a lasting mark on the Venezuelan Church, and his funeral was held on 14 August in Guatire.

His episcopal motto was Servire Ecclesiam Christi, to serve the Church of Christ. The Diocese of Guarenas announced his death in an official statement, saying he left an indelible mark on the Venezuelan Church and would be remembered for his tireless work as vice-postulator for José Gregorio Hernández and for securing the canonical coronation of the diocesan patroness.
