Val Lloyd was a Welsh Labour politician, nurse and nursing lecturer who represented Swansea East in the National Assembly for Wales for a decade. Born Valerie Lloyd, née Worner, on 16 November 1943 in the Townhill area of Swansea, she spent almost her whole public life serving the city where she grew up. She died at her home in London on 21 May 2026, after a long illness, at the age of 82.
She was educated at Swansea High School for Girls and at Swansea University. Her first career was in nursing, working in primary and secondary health care in Swansea, London and Zambia. She later turned to teaching, a path that took her as far as Bahrain, and before entering the Assembly she was a senior lecturer in nursing at the School of Health Science at Swansea University. Colleagues there remembered her as a dedicated nurse and a passionate nurse educator.
Lloyd entered local politics in May 1999, when she was elected to the City and County of Swansea Council for the Morriston ward. That same year her husband, Bob Lloyd, became Lord Mayor of Swansea, the first time the Lord Mayor and Lady Mayoress had both been sitting councillors. She had narrowly lost the Labour selection for Swansea East in the first Assembly elections to Val Feld. When Feld died in July 2001, Lloyd was chosen to contest the first by-election in the Assembly's history, and on 27 September 2001 she won Swansea East with 58 per cent of the vote. She stood down from the council in March 2003 and was re-elected to the Assembly that May with a majority of 3,997, and again in 2007.
In Cardiff Bay she chaired the Labour group of Assembly Members and the Legislation Two Committee, and sat on the Legislation One Committee and the Health, Wellbeing and Local Government Committee. Drawing on her own working life, she chaired the All Party Group on Nursing, and she also led the All Party Group on Waterways. In 2009 she announced that, having served ten years, she would not stand again. She left the Assembly on 5 May 2011 and was succeeded by Labour's Mike Hedges.
Lloyd and her husband Robert had two daughters, Samantha and Rebecca. A private funeral was held in London on 11 June 2026, with a celebration of her life planned in Swansea, and the family asked for donations to Alzheimer's Research UK. Friends and former staff remembered her as kind, fair and deeply committed to helping others, and as a well liked and respected figure in Morriston.
