After the Carnation Revolution of 25 April 1974, which ended decades of dictatorship in Portugal and opened the way to local democracy, Cavaco joined the administrative commission that ran the Sao Bartolomeu de Messines parish council in the transitional period. When Portugal held its first democratic local elections in 1976, he was elected, as a Socialist Party candidate, the parish's first president chosen by the people, a post he went on to hold for several terms, making him the longest serving council president the parish ever had. He was also the first president of the Silves Municipal Assembly, a role he took on after the elected list leader stepped aside, placing him at the centre of the early institutional life of democratic local government in the municipality.
Beyond elected office, Cavaco was deeply involved in the civic and associative life of Sao Bartolomeu de Messines. He was a founding member and later chairman of the board of the Uniao Desportiva Messinense sports club, served as president of the Sociedade de Instrucao e Recreio Messinense, a cultural and recreational society, and held various positions within the governing bodies of the Associacao Humanitaria dos Bombeiros Voluntarios de Sao Bartolomeu de Messines, the local volunteer fire brigade association. For decades he worked as an employee of the Estabelecimentos Teofilo Fontainhas Neto company. He described himself as the oldest surviving member of the Socialist Party in the Silves municipality.
His decades of service to the community were formally recognised more than once, among them an invitation as guest of honour at the solemn session of the Silves Municipal Assembly marking the 50th anniversary of the 25 April revolution, a tribute to the generation that built Portugal's local democratic institutions after 1974.
Cavaco died on Wednesday, 7 October 2026, at the age of 94. His cause of death has not been made public. His wife, Inacia Cavaco, died the following morning, 8 October, at the age of 90. The Silves Municipal Council announced both deaths and expressed its profound sorrow, paying tribute to the couple and to Vitorino Cavaco's contribution to the community as a leading figure in the political and associative life of the municipality. Tributes have also come from Sao Bartolomeu de Messines's parish council and from local Algarve news outlets, which described him as a defining figure in the founding of democratic local government in the region.
