Yuri Shkuropat was a Soviet and Russian civil engineer and city leader who chaired the Irkutsk city executive committee from 1982 to 1990, the post that made him head of the Siberian city in the last decade of the Soviet Union. A builder by training and by temperament, he spent more than six decades in construction in the Irkutsk region and was an honorary citizen of both the city and the region. He died on 27 October 2026, aged 89.
Born on 1 March 1937, he graduated in 1960 from the faculty of industrial and civil engineering at the Tomsk Institute of Civil Engineering. He began on the great chemical industry building sites at Usolye-Sibirskoye, took part in building up industry in Mongolia, led the Irkutskpromstroy construction trust and became first deputy head of Glavvostoksibstroy, the main construction directorate for Eastern Siberia.
In the 1970s and 1980s he was one of the pioneers of an automated system for the engineering preparation of construction work, which the Soviet Ministry of Industrial Construction later adopted for wide use. He worked on major projects including the Novo-Irkutsk combined heat and power plant, workshops of the Irkutsk aviation plant, the Kuibyshev heavy engineering works, the radio plant, the Megeta metal structures plant and institutes of the Siberian branch of the Academy of Sciences.
As chairman of the city executive committee from 1982 to 1990 he took part in rebuilding and extending the engineering networks of Irkutsk that served the growing city for years to come. After leaving the post he became general director of Glavvostoksibstroy, by then a closed joint stock company. He wrote many publications on the organisation and management of construction, and he founded the Union of Builders of Irkutsk Region, which he led as president from April 1996 until January 2025.
He was an Honoured Builder of the RSFSR and an Honorary Builder of the Russian Federation, and his awards included the Order of the Red Banner of Labour, the Order of Friendship of Peoples, the Order of the Badge of Honour and the Order For Merit to the Fatherland, fourth class. Irkutsk made him an honorary citizen in 1996, and the region did the same in 2007.
His death, in his ninetieth year, was reported on 27 October 2026. Governor Yuri Kobzev and Irkutsk mayor Ruslan Bolotov paid tribute, with Bolotov saying that with his passing a whole era had gone. No cause of death was made public.
