Zulfikar Achmad was an Indonesian businessman and politician who served two terms as Regent (Bupati) of Bungo in Jambi province, from 2001 to 2011, and then three consecutive terms in the House of Representatives (DPR RI) for the Jambi electoral district with the Democratic Party (Partai Demokrat). Remembered in Bungo as the "father of development" of the regency, he was the oldest member of the DPR sworn in for the 2024 to 2029 period. He died at Rumah Sakit Premier Jakarta on Wednesday 4 November 2026, aged 80.

He was born on 17 May 1946 in Tanah Tumbuh, in what is now Bungo Regency, Jambi. He went to a state elementary school from 1954 to 1960, then to SMP Negeri Muara Bungo (1960 to 1963) and SMA Negeri Bangko (1963 to 1966). As a student he led the KAPI student action front in Merangin and the student body at his secondary school in Muara Bungo. He then moved to Jakarta, where he studied shipping at the Akademi Tata Laksana Pelayaran Niaga (ATPN) Veteran until 1970. Years later, in 1985, he completed a degree in public administration at Universitas 17 Agustus 1945 Jakarta, which is why he was styled Drs. H. Zulfikar Achmad.

His working life began in merchant shipping. He was an assistant commercial manager at PT Porodisa Raya Shipping Lines from 1975 to 1979 and director of operations at PT Timika Jaya in Jakarta from 1982 to 1986. From the mid 1980s until 2001 he ran a group of private companies as director or president director, including PT Jasamina, PT Bukit Silungko Prakarsa, PT Arbes Guntung Prakarsa and PT Semagi Hotel Prakarsa. Alongside business he was active in Jakarta civic and Islamic organisations: the Muslim student association HMI, the national youth committee KNPI in Jakarta, the Indonesian Muslim Entrepreneurs Association (IPMI), where he was secretary general, and Pemuda Muslimin Indonesia in Jakarta, which he chaired. In 1999 he was secretary general of the Partai Indonesia Baru.

In 2001 he became Regent of Bungo and was re-elected for a second term, serving until 2011. Muara Bungo Airport and the H. Hanafie Muara Bungo Regional Hospital are credited as legacies of that decade, and he came to be called "Bapak Pembangunan Bungo", the father of Bungo's development. In 2010 he stood as a candidate for Governor of Jambi but did not win. He had joined the Democratic Party in 2004 and chaired its honour council in Jambi province.

He entered national politics in 2014, taking his seat in the DPR on 1 October 2014 for the Jambi electoral district. From 2014 to 2019 he sat on Commission IX, which covers labour, transmigration, population and health, and he regularly held recess meetings and health insurance outreach events across Bungo and Jambi. He was re-elected in 2019 and again in 2024. When he was sworn in for his third term on 1 October 2024, at the age of 78, the DPR Secretary General Indra Iskandar identified him as the oldest member of the new house. In that term he served on Commission VIII, which covers religious and social affairs.

His health became a public topic in September 2025, when Universitas Jambi political analyst Nasuhaidi said that illness was preventing him from fully carrying out his duties and asked the Democratic Party to respond. The nature of the illness was not disclosed at the time.

According to Rully, a person close to him, he had been treated in a Jakarta hospital for almost a month before his death, and his health had declined after Covid 19, which Rully described as long Covid. He died at about 16.30 WIB on 4 November 2026. The DPR announced his death on its official accounts, and Democratic Party chairman Agus Harimurti Yudhoyono paid tribute to a man who "dedicated his life to serving the people". The family chose to bury him at TPU Al Azhar in Karawang, West Java, rather than in Bungo, after the midday prayer on Thursday 5 November 2026. He was survived by his wife, Hj. Netty Herlina, and six children.

Just read this on Kompas, didn't even know his name an hour ago and now I can't stop thinking about it. A whole career like that and I never heard of him.
