Bachtiar Chamsyah was an Indonesian politician of the United Development Party (PPP) who served as Minister of Social Affairs from 2001 to 2009 under Presidents Megawati Sukarnoputri and Susilo Bambang Yudhoyono. Born on 31 December 1945 in Sigli, Pidie, Aceh, to a Minangkabau family with roots in Bayua, Agam, West Sumatra, he rose through Islamic student organising, North Sumatra provincial politics and the national legislature before eight years at the Social Affairs ministry. He died in Jakarta on 24 September 2026, aged 80.
He attended primary school in Kutacane, junior high school in Medan and senior high school in Maninjau, then studied at the State Academy of Commercial Administration in Medan and later completed a bachelor's degree in economics at Medan Area University in 1997. As a student he was active in Pelajar Islam Indonesia and Himpunan Mahasiswa Islam (HMI), including as chair of the Medan HMI branch. From 1974 to 1981 he worked as an honorary municipal employee in Medan while teaching economics and history, then joined PPP in 1981.
Voters in North Sumatra elected him to the provincial legislature for 1982 to 1987. He later sat in the national People's Representative Council (DPR) for North Sumatra from 1992 until August 2001, serving three consecutive terms for PPP. President Megawati appointed him Minister of Social Affairs in the Mutual Assistance Cabinet on 10 August 2001. President Yudhoyono retained him in the First United Indonesia Cabinet, so he held the portfolio continuously until 20 October 2009. In party life he also held senior PPP roles and led Persaudaraan Muslimin Indonesia (Parmusi). Minangkabau custom conferred on him the title Datuak Marajo Nan Sati.
After leaving the cabinet, Indonesia's Corruption Eradication Commission investigated procurement cases from his ministry years involving sewing machines and imported cattle under poverty programmes. In March 2011 the Jakarta Corruption Court convicted him and sentenced him to one year and eight months in prison with a fine. He denied the allegations during the process. He married Roshidah Hanum, with whom he had three children including Muhammad Iqbal, later vice regent of Agam; after her death from cancer in 2009 he married Indah Hayati in 2012.
Indonesian outlets including IDN Times and the Social Affairs Ministry reported that Chamsyah died at about 19:20 Western Indonesia Time on 24 September 2026 at Dr. Cipto Mangunkusumo Hospital (RSCM) in Jakarta. His body lay in state in Setu, South Tangerang, and he was buried at Tanah Kusir Public Cemetery in South Jakarta beside his first wife. PPP leaders and former colleagues offered public condolences. He left a record as a long-serving Islamic-party social minister whose later conviction also became part of the public account of his career.
