Giannis Koutsogiannis was a Greek army officer and politician who was persecuted by the military junta, helped found PASOK, sat in parliament for Argolida from 1981 to 1989 and served as Deputy Minister of Transport and Communications in Andreas Papandreou's government. He died on 20 October 2026, aged 92.

He was born Ioannis Koutsogiannis on 23 December 1933 in Argos. He graduated from the Hellenic Army Academy at Evelpidon in 1954 as an artillery second lieutenant and went on to train at the army aviation, artillery and topography schools, while also studying law at the Aristotle University of Thessaloniki. From 1965 to 1966 he served in Cyprus as a volunteer captain. He was close to several of the officers linked to the ASPIDA affair of the 1960s.

After the colonels seized power in 1967 he was dismissed from the army, arrested, held at the military police interrogation centre EAT/ESA, tortured and sent into internal exile for a year at Makrakomi in Fthiotida. When democracy returned in 1974 he was among the founding members of PASOK and sat on its first Central Committee. He rejoined the army as an artillery officer in 1975 and resigned in 1981 to stand for parliament.

Elected PASOK deputy for Argolida in 1981 and re-elected in 1985, he chaired the parliamentary National Defence Committee from 1981 to 1985. From 1986 to 1988 he sat on the committee of inquiry into the so called Cyprus file, which examined the 1974 coup and Turkish invasion and heard testimony from imprisoned junta officers; he was known for his sharp questioning of witnesses. From November 1988 to July 1989 he was Deputy Minister of Transport and Communications. In 1994 he ran for prefect of Argolida with PASOK support and narrowly lost the run off with 48.73 per cent. In 1996 he was given the honorary rank of lieutenant general.

PASOK announced his death on 20 October 2026, describing him as one of the movement's founding members and a tireless fighter for democracy in the years of the junta. Parliament Speaker Nikitas Kaklamanis paid tribute to his service. His funeral was held on Saturday 24 October at the church of Agios Petros in Argos, and he was buried in the Panagia cemetery.

Just finished a documentary on the Greek colonels and there he was, one of the ones who got tortured at EAT/ESA and still came back to help found PASOK. 92 years old. Didn't expect to feel this.
