Henri Frank was a Luxembourg lawyer and local politician who served as mayor (bourgmestre) of Manternach, a small commune in the east of the country, for 36 years. He led the commune from 1975 to 2005 and again from 2011 to 2017, and was also a well known criminal defence lawyer and a figure in Luxembourg football. RTL Today described him as a prominent political and legal figure in eastern Luxembourg.

Frank was admitted to the Luxembourg bar in 1970. In 1973 he founded his own law firm, which grew into the practice now known as Frank Cohrs Bock and counted nearly a dozen lawyers at the time of his death. He pleaded in criminal, commercial, civil and labour law cases, and his firm described criminal law as his particular strength, along with administrative cases in which he drew on his experience as a mayor. He was a founding member of the non-profit organisation Action Prison and of the association of criminal defence lawyers.

As mayor of Manternach he oversaw the building of the Centre Beaurepaire school and sports complex in Berbourg and the cultural centre in Lellig. After the 2017 municipal elections, in which he finished fifth in the commune's majority vote, he ended his career in local politics and handed over to Jean-Pierre (Jempi) Hoffmann. In 2018 he was named honorary mayor of Manternach in recognition of his long service. In 2000 he was national president of the Chrëschtlech Sozial Gemengeréit (CSG), the association of Christian Social local councillors.

A keen football supporter, Frank was vice-president of the Luxembourg Football Federation (FLF) and president of the club FC Berdenia Berbourg. In his free time he read widely in literature and philosophy, and in 2019 he enrolled at the University of Trier as a non-degree student. His daughter, Lynn Frank, became a partner in his law firm and a member of Luxembourg's Council of State.

Henri Frank died after a long illness at the age of 81. His death was reported by RTL Lëtzebuerg early on Monday 26 October 2026, and was covered by RTL Today and L'essentiel, which described a commune in mourning for its former mayor.
