Nand Lal (16 April 1954 to 3 November 2026) was an Indian security officer turned politician who represented the Rampur constituency of Himachal Pradesh's Shimla district in the state Legislative Assembly for four consecutive terms, winning on the Indian National Congress ticket in 2007, 2012, 2017 and 2022. At the time of his death he was also Chairman of the Seventh Himachal Pradesh State Finance Commission.

He was born on 16 April 1954 in Deothi (also written Devthi), a village in the Rampur Bushahr area of Shimla district, the son of Pyare Lal. He earned a postgraduate degree (M.A.) in Political Science from Himachal Pradesh University, Shimla.

His first career was in uniform. After training at the Indo-Tibetan Border Police (ITBP) academy he was inducted into the force's Commando Contingent. He was involved in security arrangements for the 1982 Asian Games in Delhi, the 1983 Non-Aligned Movement summit and the 1984 Commonwealth conference. In 1985 he joined the newly formed Special Protection Group (SPG), the elite unit that guards India's Prime Ministers, and served there until 1997. ETV Bharat reported that he was part of the security of Prime Ministers Rajiv Gandhi and Chandra Shekhar, and received letters of appreciation from both. The Times of India reported that he was also part of the security detail of Congress leader Sonia Gandhi, earning him the media description "Sonia's sentinel." With the SPG he travelled to many countries, including Germany, France, Russia, the United States, the United Kingdom, Morocco, Italy, Mauritius, Nepal, Burma, Mongolia and Kenya. He twice commanded ITBP battalions in militancy-hit areas of Jammu and Kashmir and was awarded the President's Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

In 2007 he took voluntary retirement from central government service and entered electoral politics with the Congress. In the December 2007 Assembly election he won Rampur, defeating the BJP's Brij Lal by 6,470 votes. He held the seat in 2012 by 9,471 votes and in 2017 by 4,037 votes over Prem Singh Draik, and in 2022 he narrowly defeated the BJP's Kaul Singh Negi by 567 votes. Rampur Bushahr was the home seat of former Chief Minister Virbhadra Singh, and Nand Lal was regarded as close to him.

In the Assembly he chaired the Subordinate Legislation Committee from 2012 to 2014 and served as Chief Parliamentary Secretary in the state government from 2013 to 2017. He sat on committees including Privileges, Welfare, Public Accounts, General Development, Rural Planning and Ethics, and after the 2022 election he was nominated Chairman of the Welfare Committee. In March 2024 he was appointed Chairman of the Seventh State Finance Commission, tasked with reviewing the finances of panchayati raj institutions and urban local bodies and recommending how resources should be shared with them. He took a particular interest in the people of Himachal's border and remote areas.

He was married to Satya Devi. They had one son, and he is also survived by a daughter-in-law and a seven-year-old grandson.

Nand Lal died between about 5 and 5.30 in the morning of 3 November 2026 at the Atal Institute of Medical Super Specialities (AIMSS) at Chamiyana, Shimla, where he had been treated for several days after a prolonged illness. He was 72. Chief Minister Sukhvinder Singh Sukhu, who had visited him in hospital the previous day, called him a leader who stood firm on his principles and was loyal to the party. Deputy Chief Minister Mukesh Agnihotri and Leader of the Opposition Jai Ram Thakur also paid tribute, and the local administration suspended the 3 and 4 November activities of the International Lavi Fair in Rampur in mourning. His body was taken to the Congress headquarters, Rajiv Bhawan, in Shimla for people to pay last respects and then to Rampur. His cremation is due to take place on 4 November 2026 in his ancestral village of Deothi.
