Nuno Cardoso

Nuno Magalhães da Silva Cardoso (31 October 1961 to 7 September 2026) was a Portuguese civil and transport engineer and politician who served as president of the Porto Municipal Chamber from 26 October 1999 until early January 2002. He did not win the office at the ballot. He rose inside Fernando Gomes's Socialist executive, took over when Gomes joined António Guterres's government as Minister of Internal Administration, and then ran the city through Porto 2001, European Capital of Culture, and the years when the Metro do Porto moved from a transport drawing into a construction site.

He died in the early hours of Monday 7 September 2026 at Hospital de Santo António in Porto, aged 64, after a prolonged illness. The specific disease was not made public. A source close to him confirmed the death to Lusa. He had been admitted about a fortnight earlier. This page is that former Porto mayor. It is not the theatre director Nuno Cardoso, not the lawyer Nuno Cardoso Ribeiro, and not the CDS politician Nuno Magalhães.

He was born in Peso da Régua, in the Vila Real district, on 31 October 1961. Public biographies do not describe his parents, siblings, or childhood in any sourced detail. The documented path starts with an engineering degree at the Faculty of Engineering of the University of Porto (FEUP). He stayed on as an assistant on the territorial planning course. Later reporting also described him as an invited assistant professor in FEUP's Department of Informatics Engineering, focused on transport, accessibility, and territorial planning. Graduation year and the exact degree title are not stated in the obituaries used here.

Politics began as an engineering job. In 1990 Fernando Gomes asked him to advise the city on transport strategy. Cardoso worked on the conception of the Metro do Porto network before a tunnel was dug. In 1996, at 35, he was named president of Águas do Douro e Paiva, the regional water utility. In January 1998 he became vereador for urbanism and planning. On 26 October 1999 he succeeded Gomes as president of the Municipal Chamber. He chose astrophysicist Teresa Lago to preside over Porto 2001. The culture year and the metro together opened large parts of the historic centre. He later said the scale was too much.

He never received a mayoral mandate of his own. At the December 2001 local elections the Socialist Party put Gomes, back from government, at the head of the list. Rui Rio of the PSD won and took office in January 2002, starting twelve years of Social Democratic presidencies. A Diário de Notícias death piece that places the mayoralty between 1999 and 2021 is wrong on the end date. The documented span is 26 October 1999 to early January 2002. Cardoso, who had started as an independent on Socialist lists, later joined the PS and in April 2003 won the leadership of the Porto concelhia.

After leaving the mayor's chair he worked in the water and construction sectors. A LinkedIn profile used for the 2025 campaign lists him as administrator at DST (Domingos da Silva Teixeira), earlier assessor at AdP (Águas de Portugal), president at IPE Águas de Portugal, and president of the intermunicipal assembly at LIPOR. Treat that employment list as self-reported on a campaign post, not as a full audited CV.

His name then sat in two legal files that must be reported as documented cases, not as settled moral verdicts. The Plano de Pormenor das Antas involved a land swap between the municipality and FC Porto: club plots at the Antas exchanged for municipal lots in the City Park. Judicial searches of his home in April 2004 seized bank statements and a property deed. In January 2005 the Judicial Police questioned him. He was indicated for peculato, abuse of power, and economic participation in a business, and constituted as an arguido with two engineer advisers and three FC Porto officials. Prosecutors argued the Antas plots had been overvalued by about 2.5 million euros because they were treated as building land although the detailed plan classed them as a sports zone, against City Park lots valued at about four million. He was sent for trial in February 2010. On 10 November 2010 he was acquitted, with three FC Porto officials and two former municipal technicians, of participation in the business. The Public Prosecutor had asked for the acquittal of all defendants.

A separate matter concerned a 2001 dispatch in which he pardoned a fine to Boavista for building without a licence. A June 2009 Público headline, cited on Wikipedia, reported a three-year suspended prison sentence for prevarication. Wikipedia also states that on 22 June 2009 the prevarication penalty was suspended for lack of proof. Those are two reported strands of the same Boavista file. Do not collapse the 2009 Boavista file into the 2010 Antas acquittal. Tension with Teresa Lago and Porto 2001 over works coordination in the Baixa is a political controversy of the culture year, not a criminal case.

In 2013 he returned as an independent under Porto de Futuro and lost to Rui Moreira, with 1,255 votes (about 1 percent; 24horas gives 1.1 percent). In 2021 he said he was available to run again. The PS would not support him, and he did not stand. On 29 January 2025 he announced another independent bid, this time for the movement Porto Primeiro. On 12 October 2025 he took 2,192 votes (1.9 percent) and elected no councillor. Pedro Duarte won a close race against Manuel Pizarro. A July 2025 Observador report said Nós, Cidadãos! and the PPM had published a coalition under the ballot name "Porto Primeiro - Nuno Cardoso". Treat that as a documented naming step around his independent movement, not as proof he changed party.

In a 2011 Lusa interview he associated himself with the huge scale of the Porto 2001 works and said that from a distance he regretted the ambition: the city suffered too much and the works were exaggerated. He wanted more coordination and said that, looking back, he would have done less work of higher quality. Campaign language in 2025 presented him as independent of parties, experienced, and close to citizens, arguing that Porto could do more. Tributes after his death, including from a 2025 opponent, stressed courtesy across the aisle. The documented political path is independent on PS lists, then PS membership and local leadership, then independent candidate. Do not invent a broader ideology than that.

The short mayoralty left a long infrastructure mark. The Metro do Porto network he helped conceive as a 1990s adviser, and oversaw in construction as mayor, still carries the city. Porto 2001 remains the cultural and urban pretext for a generation of centre works, remembered also for disruption and poor coordination between the council, Porto 2001, and the metro. His later ballot scores were tiny. The 2026 Medal of Honour treated the administrative record as separate from the votes.

On 9 July 2026, City Day, Pedro Duarte gave him the Medalha de Honra da Cidade, the municipality's highest decoration, in the same ceremony as former mayor Rui Moreira and former municipal assembly president Sebastião Feyo de Azevedo. Duarte spoke of a life of total loyalty to Porto and of discreet, constant dedication. No other national orders were identified in the sources used here.

After the death, President of the Republic António José Seguro issued a note of profound consternation. He said Cardoso had put his knowledge and his capacity to get things done at the service of Porto and the country, and that the mark would endure. Rui Moreira wrote that a friend had died. Rui Rio said his predecessor had left far too early. Sérgio Aires of the Left Bloc, a 2025 rival, recalled Cardoso's courtesy: an opponent is not an enemy.

The body was to lie at Igreja da Lapa in Porto, with a funeral mass on Tuesday 8 September 2026, then a private farewell at the family vault in Peso da Régua. Porto decreed two days of municipal mourning. He is survived by his wife and children. Their names, and the number of children, were not made public. Religion is not documented beyond that Catholic funeral mass.
