Shao Qihui (Chinese: 邵奇惠; pinyin: Shao Qihui) was a Chinese engineer and politician who served as governor of Heilongjiang from 1989 to 1994 and later headed the State Bureau of Machine Building Industry at minister rank. He died in Beijing on September 17, 2026, at the age of 92, after…

Born in June 1934 in Gaocheng town, Yixing, Jiangsu, Shao attended Hangzhou No. 2 High School and after graduation in 1952 worked as secretary of the school's Communist Youth League committee. He joined the Chinese Communist Party in October 1953. In Zhejiang he served in Youth League posts in Hangzhou before a period of factory work at Wulin Machinery Factory beginning in 1958.

Transferred to Heilongjiang in 1962, he spent more than two decades at Harbin Forestry Machinery Factory, rising from worker and technician to deputy director, chief engineer and factory director while studying machine manufacturing at night at Harbin Institute of Technology. He became a professor-level senior engineer. In May 1985 he was named deputy party secretary of Harbin, then party secretary of Qiqihar in 1987. After a short term as vice-governor of Heilongjiang in 1988, he became acting governor in December 1988 and governor in early 1989, succeeding Hou Jie, and served until May 1994, when Tian Fengshan succeeded him.

In the central government he was executive vice-minister of the Ministry of Machinery Industry from 1994 to 1998, then director and party secretary of the State Bureau of Machine Building Industry (a minister-rank post) from March 1998 to September 1999. He was a representative to the 13th and 14th National Congresses of the CCP, a member of the 14th Central Committee, a delegate to the 7th and 8th National People's Congresses, and later a member of the 9th CPPCC National Committee and Standing Committee member of the 10th CPPCC.

His death at 92 closed a career that linked factory-floor engineering with provincial and national industrial leadership. Chinese official and press notices described him as a CCP member and professor-level senior engineer whose work spanned Heilongjiang's governorship and the national machinery bureaucracy.
