Rudy Ariffin

This memorial is for Rudy Ariffin, the Indonesian civil servant and PPP politician who was Regent of Banjar and then Governor of South Kalimantan from 5 August 2005 to 5 August 2015. It is not a page for his second-term deputy Rudy Resnawan, not for first-term deputy Rosehan Noor Bahri, not for his son Aditya Mufti Ariffin, not for successor Sahbirin Noor, and not for Guru Sekumpul. A one-f spelling, Arifin, used by some news outlets and by VIVA, is the same man when the South Kalimantan governor is meant.

Rudy Ariffin (17 August 1953 to 6 September 2026) was an Indonesian bureaucrat and politician of the United Development Party (Partai Persatuan Pembangunan, PPP). Death notices styled him Drs. H. Rudy Ariffin, M.B.A., and as H. Rudy Ariffin bin H. Bachrun Ariffin. He died in Banjarmasin on 6 September 2026 at the age of 73. ANTARA reported that he died at about 11:00 WITA at RS Amanah Banjarmasin after treatment there. A clinical cause of death was not stated in the ANTARA, RRI, or Koran Banjar notices reviewed for this page. That gap is left open. No cause is guessed here.

He was born in Banjarmasin on 17 August 1953. Indonesian Wikipedia, English Wikipedia, and the 6 September 2026 local death notices agree on that date. A Banjar Wikipedia prose line that gives 17 August 1952 conflicts with that page's own infobox and with the age of 73 recorded at death. The 1953 date is the one used here. His father, Bachrun Ariffin, was a teacher. Family origin on that side is Aluan in Batu Benawa, Hulu Sungai Tengah. He later spoke of himself as a person of Bumi Murakata. His mother is not named in the sources used here, and she is not invented on this page.

Schooling followed a civil-service track. Indonesian Wikipedia lists SR Negeri Barabai (completed 1964), SMP Negeri Banjarmasin (1968), SMA Negeri Banjarmasin (1971), APDN Banjarbaru (1975), and the Faculty of Social and Political Sciences at Universitas Lambung Mangkurat, public administration, completed in 1980. He took the academic title Drs. Published biographies also give him an M.B.A. A VIVA profile instead lists MM. The school that awarded the postgraduate management degree is not named in the sources used here, so it is not guessed.

He entered local government before he finished university. From 1979 to 1982 he was mantri pamong praja in Sungai Tabuk, Banjar Regency, and for part of that time also served as acting head of the Banjarbaru sub-district office. The next decade and a half was provincial bureaucracy: research and education posts in BP-7, training-bureau leadership in the South Kalimantan government, head of administration at the revenue office, and head of the finance bureau in the provincial secretariat. In 1997 he became regional secretary of Banjar Regency, the post that put him next in line for the regency itself.

He was acting Regent of Banjar from 1999 until 24 March 2000, then Regent from 2000 to 2005. Indonesian Wikipedia dates the full term as 9 August 2000 to 9 August 2005, with Mawardi Abbas as deputy, succeeding Abdul Madjid and succeeded by Khairul Saleh. A work-history line on the same page says bupati from 25 March 2000 to 2005. Some obituaries describe two regency terms, including a 1995 to 2000 spell. The dated acting-then-elected sequence on Wikipedia is the more specific record and is preferred here.

As regent he sponsored a Ramadan local regulation. ANTARA's 2026 obituary said it restricted food and drink stalls from opening in the daytime during the fasting month and barred people from eating or drinking in open public places in those hours, with penalties for violations. The rule later became a provincial regulation. ANTARA also recorded that it drew criticism from a human rights point of view. That episode sits beside the later, better known coal-haul rule as the two regulatory fights most often attached to his name.

On 5 August 2005 Interior Minister Mohammad Maruf swore him in as Governor of South Kalimantan, with Rosehan Noor Bahri as deputy, succeeding Sjachriel Darham. A Metro TV archive of the 5 August 2005 inauguration names Rudy Ariffin and Rosehan NB. He ran as a PPP figure and chaired the party's South Kalimantan regional board. Indonesian Wikipedia lists him as the ninth governor of the province. Banjar Wikipedia calls him the tenth. This page follows the Indonesian Wikipedia infobox numbering and does not argue the count further.

In 2010 he won a second term paired with Rudy Resnawan, a different politician. The pair campaigned as Dua Rudy. They declared on 6 March 2010 at Lapangan Dr Murjani in Banjarbaru. He left office on 5 August 2015. Tarmizi Abdul Karim served as acting governor, then Sahbirin Noor took the elected post. The decade is usually summarized through a handful of projects rather than a single national role. Indonesian Wikipedia lists completion of dredging on the Barito river threshold channel; pressure on PLN to build a 2 x 65 megawatt plant at Asam-asam to ease flickering power across South and Central Kalimantan; construction of the provincial government office centre in Banjarbaru, moving the governor's working centre out of Banjarmasin; a steel industry push; and an APBD that it says broke Rp 2.2 trillion. The achievement it calls most welcome to residents was Regional Regulation No. 3 of 2008, which barred coal trucks from state roads.

ANTARA's 2026 obituary, drawing on its own archive, gives a longer fiscal line that does not match that single 2.2 trillion figure. It said the provincial budget was about Rp 800 billion when he took office, about Rp 2.5 trillion at the end of the first term, and about Rp 5.5 trillion at the end of his tenure, with an intervening 2013 figure of about Rp 4.5 trillion. Those are archive summaries, not a single audited table reproduced here. Both published forms are cited. They are not collapsed into one invented number.

The same ANTARA note said a literacy-free programme was achieved in 2008, a year ahead of target; that first-term economic growth rose from about 5 percent to 6.5 percent; that 2014 rice production exceeded two million tons with a rice surplus of about 600,000 tons; and that poverty fell from more than 7 percent in 2005 to about 6 percent in 2013. It also named roads and a flyover in Banjarmasin, development at Syamsudin Noor Airport, and a planned bridge linking Pulau Laut to mainland Kalimantan.

Awards listed on Indonesian Wikipedia include Abdi Tani Nelayan Utama (July 2007), the national forest and land rehabilitation movement award (December 2006), honours for education, investment, food security and rice production (December 2008), the Ksatria Bakti Husada Arutala badge (December 2008), Satyalancana Pembangunan for cooperatives and small business (July 2009), Anugerah Aksara Pratama (September 2009), a workplace safety patronage award, and a Finance Ministry award (November 2009). Awarding bodies beyond those titles are not expanded here.

The coal rule is the quotation people still repeat. In 2009 he told reporters the 23 July deadline was not negotiable. He said the province had suffered long enough, that a choice had to be made between the public and individual operators, and that royalties of only Rp 8 billion a year did not compare. He refused a general dispensation, allowing only a short exception at unfinished underpasses, and told companies they had already had about a year and a half to build special haul roads. At an Isra Mikraj gathering at Masjid Ar Rahman in Lianganggang he asked, in Banjar, for prayers and support so that the public-road ban could take effect, saying Banua had already borne coal dust for more than a decade.

After 2015 he did not disappear from Banjar public life. He headed Kerukunan Bubuhan Banjar, a network for Banjar people living away from home, and said the point of its gatherings was to collect those people wherever they lived, including those who had become traders, professionals, and officials abroad. In June 2018 he still held a pre-dawn meal with journalists and said that even though he was no longer regional head, reporters kept sending him notes on development. In August 2019, as adviser to the Murakata family association, he praised Hulu Sungai Tengah for keeping the Meratus mountains out of the coal rush that had reached other South Kalimantan regencies, and argued the area could still prosper without mining. In November 2023 Banjarmasin Post reported that he chaired the South Kalimantan winning team for the Ganjar-Mahfud presidential ticket. He also appeared in 2019 local television answering about the 2020 regional elections and the possible candidacy of his son Aditya Mufti Ariffin.

His wife, Hj. Hayatun Fardah binti Ahmad Fadillah, died on 26 May 2021 at 15:09 WITA at RSUD Ulin Banjarmasin, aged 67. During his governorship she chaired the provincial PKK driving team and Dekranasda. Kalimantan Post reported that she left her husband, three children, and five grandchildren. The children named in Banjar Wikipedia and in Wartabanjar's 2021 notice are Hj. Adistya Dewi Ariffin, S.E.; H.M. Aditya Mufti Ariffin, S.H., M.H., later mayor of Banjarbaru and by 2026 described as a former mayor; and Captain Cpm Setya Persada Ariffin, then an Army military-police officer serving outside the province. Rank and posting are left at that 2021 description. VIVA's older profile named only the two sons. Indonesian Wikipedia says three children, including Aditya. The five grandchildren were not named in the sources used here. Unnamed relatives are not added to fill a family list.

Faith practice is visible in the public record without a separate theological treatise. Death notices use the hajj title H. Funeral rites followed Islamic prayer times. VIVA listed his religion as Islam. A sourced Banjar remark of his concerns Guru Zuhdi (KH Ahmad Zuhdiannoor), a different cleric he said he still missed, not Guru Sekumpul (KH Muhammad Zaini Abdul Ghani). Search suggestions sometimes join those names. They are different people.

On Sunday 6 September 2026 the body was taken from RS Amanah to Masjid Al-Jihad in Banjarmasin for prayer after Zuhr, then to a house of mourning in Banjarbaru, then prayed over again after Asr at Masjid Agung Al-Karomah in Martapura, and buried the same day at Taman Makam Bahagia in Landasan Ulin, beside Taman Makam Pahlawan Bumi Kencana. That is the same cemetery where Hayatun Fardah had been buried in 2021. One local report said he had been treated for one day. No personal net worth was published. No verified personal Instagram, Facebook, or TikTok account, and no individual post permalink, was found for this page. Indonesian Wikipedia and VIVA list the X account @HRudyAriffin. YouTube interviews of him belong to news and production channels, not to a personal channel verified as his.

He was a provincial governor, not a national minister, and the public record is fullest in Indonesian and Banjar. What remains visible is a civil servant who climbed from a sub-district post to ten years in the governor's office, moved the provincial workplace to Banjarbaru, and spent political capital on keeping coal trucks off ordinary roads.
